The Safety Culture Ladder is used as an instrument to promote health and safety in construction and infrastructure - because health and safety extends beyond existing rules and is a subject that requires ongoing attention. The goal is for health and safety to be reflected in attitudes, behaviour and culture at every level of an organisation: from construction site to boardroom.

The Safety Culture Ladder is definitely relevant if your organisation is required to comply with the ViA agreements. However, the same is true if you are the owner of a construction company for which this requirement does not apply yet.
