The Safety Culture Ladder is used as an instrument to promote health and safety in construction and infrastructure - because health and safety extends beyond existing rules and is a subject that requires ongoing attention. The goal is for health and safety to be reflected in attitudes, behaviour and culture at every level of an organisation: from construction site to boardroom.

"The SCL helps to start the conversation and ask yourself together, for example, why someone is not wearing that helmet at a certain time when it is the rule. That way you get much more awareness from your employee. Together, we take safety to the next level."
"Using the SCL increased and changed the energy on the subject of safety. Once it becomes clear that SCL is about behaviour and attitude rather than procedures, rules or documents, a completely different view of safety emerges. That was nice to see with us too."

The Safety Culture Ladder is definitely relevant if your organisation is required to comply with the ViA agreements. However, the same is true if you are the owner of a construction company for which this requirement does not apply yet.
