The Safety Culture Ladder (SCL) is a standard developed by NEN that measures and improves the safety culture within organisations. The ladder consists of five rungs, ranging from ‘pathological’ (safety only when absolutely necessary) to ‘progressive’ (safety is embedded in the organisation’s DNA). The higher the step, the more deeply safety is embedded in the day-to-day thinking and actions of staff — from the shop floor to senior management.
An increasing number of clients — including Rijkswaterstaat, ProRail, network operators and major industrial companies — are making SCL certification a mandatory requirement for tendering. Moving up a rung on the ladder not only means a better safety culture, but also greater opportunities in the market.
