Change SCL products

Per 1 June 2025 We are updating our range of SCL products and introducing new, accessible products that support organisations even more effectively in improving their health and safety culture.

With this update, we are making the Safety Culture Ladder more suitable for use by small organisations.  

Step-by-step plan

Step-by-step guide for the internal auditor (for both SA and SCL Light for small organisations).

1. Orientation through the preparatory e-learning course at the NEN Academy

  • What is the SCL?​
  • Where can I find information?​
  • familiarise oneself with the documents and SCL products

2. Preparation through classroom-based training sessions and the homework assignment

  • Objectively observing and measuring attitude and behaviour​
  • learning and applying interview techniques​
  • learning how to report findings and translate them into an action plan​
  • identify the core values and beliefs of one’s own organisation

3. Implementation

  • carry out internal audits on SCL 2.0​
  • assess and report​
  • Distributing the questionnaire (SAQ) using the SCL web tool​
  • Carrying out a GAP analysis (based on the results of the SAQ)​
  • Drawing up an action plan/improvement plan using the GAP (including SMART behavioural objectives)

4. Complete the self-declaration form

The self-declaration is contained within the web tool and is not publicly available.

In the case of an SA: If the organisation so wishes, this can be included in the register it should be noted that he has made a self-declaration.  

For an SCL Light for small organisations This is not necessary. It will then be available in the web tool. ‘SCL Light for small organisations’ will be included in the register.
