NEN revokes Cetradex Certificatie B.V.’s licence

NEN has decided to terminate the licence agreement with Cetradex Certificatie B.V. with effect from 4 June 2026 for the performance of certification activities under the Safety Culture Ladder (SCL) scheme. The SCL Committee of Experts unanimously endorses this decision. An investigation by NEN has revealed serious and structural shortcomings that affect the reliability and integrity of Cetradex’s certification activities. On the basis of these findings, it has been concluded that the trust necessary for the continuation of the licence agreement has been irreparably damaged.

As the scheme administrator for the Safety Culture Ladder (SCL), NEN monitors the quality, reliability and consistent application of the certification scheme. Where there are indications that the scheme’s requirements are not being met, NEN is responsible for investigating the matter and taking appropriate action where necessary. In this case, this means that the certificates previously issued remain valid until such time as a follow-up audit or recertification is due. This follow-up audit or recertification may no longer be carried out by Cetradex. NEN supports certificate holders in finding a appropriate certification body with available audit capacity.

SCL Committee of Experts

The Expert Committee is responsible for developing, evaluating and revising the Safety Culture Ladder standard and certification scheme. It promotes and monitors the quality of the audits and ensures that support for the SCL is gained and maintained. All key stakeholders of the SCL are represented on the Committee. The members represent their respective constituencies.
