Rules, work instructions and risk assessments provide guidance. Yet it is the day-to-day decisions that reveal just how safely and healthily an organisation operates. Does the team discuss a risk before work begins? Can anyone halt the work without the schedule taking precedence? And do colleagues speak up if something doesn’t feel safe?
On Wednesday 7 and Thursday 8 October 2026, Safety Culture Ladder (SCL) will be exhibiting at Safety&Health@Work in Rotterdam Ahoy. The trade fair’s central theme is ‘Growth through safety’. Safety culture and behaviour are one of the three main themes, alongside personal protection and technology.
From agreements to everyday behaviour
The Safety Culture Ladder is a certification scheme for safety awareness, attitude and behaviour. The SCL looks at what people actually do, say and are willing to discuss. It covers physical and social safety, wellbeing, integrity, reporting and holding each other to account. The SCL is not a safety management system or a tick-box exercise.
This is relevant for organisations that work on safety with their own staff, contractors and supply chain partners. In practice, work pressure can influence the decision to work safely or to take a shortcut. This applies on a building site, at an industrial site, in an office and in public spaces. The environment may differ, but the question remains the same: does safe behaviour remain the priority when time, money or production are under pressure?
